Surrey County Council’s Strategic Director for Customers and Communities Yvonne Rees will take over as the Interim Chief Executive at Mole Valley District Council in September following the departure of Darren Mepham.
Ms Rees will remain a strategic director at the county council and share her time between both authorities.
It is believed to be the first time a director of a county council has also taken on the chief executive role at a district council.
The initiative will cement the already close relationship between the two councils, helping both organisations to continue to improve the services they provide to residents.
The move will save more than £100,000 of public money as Ms Rees’ salary will remain the same.
The scheme will initially run from the beginning of September until the end of March.
The Leader of Mole Valley District Council, Chris Townsend, said: “We’ve worked very closely with Yvonne for several years and are impressed with her dynamic approach to getting things done. I have no doubt she will do an excellent job for us and this initiative will help us to become an even stronger organisation while also providing more value for money for residents.”
The Leader of Surrey County Council, David Hodge, said: “This initiative shows that we have once again taken a pragmatic approach in the best interest of local people and the county. By sharing staff we can improve services through working more closely together.”
Yvonne Rees said: “This makes perfect sense for both organisations and I have no doubt it will be a huge success. We did a wonderful job together for the Olympic cycle races and I’m looking forward to getting more closely involved in the excellent work Mole Valley does to provide first class services to local people.”
Initiatives the two councils have already worked on together include:
Bringing the Olympic cycle races to the county – a project which Yvonne Rees successfully oversaw.Developing a scheme which allows social care staff to work from the offices of both organisations, bringing the services that both organisations provide to the community closer together.
Following her secondment Yvonne Rees’ responsibilities at the county council for Surrey Fire and Rescue Service will be taken up by the Strategic Director for Adult Social Care, Sarah Mitchell, while her responsibilities for cultural services will move to Assistant Chief Executive Susie Kemp. She will retain her responsibilities for trading standards, community safety and partnership working and customer services.
It was announced last month that Darren Mepham would be standing down as Mole Valley’s Chief Executive to take on the same role for Bridgend County Borough Council in Wales.
