Surrey Minerals Plan

On 16 December 2011 the County Council submitted the Aggregates recycling joint development plan document (DPD)  and background documents, together with representations received, to the Secretary of State for independent examination. 

Inspector Jonathan George King BA (Hons) Dip TP MRTPI has been appointed to conduct the examination to determine whether the DPD is sound.

The submission documents can be viewed online.  They will also be available for inspection at Surrey libraries and borough and district council offices from 13 January 2012. 

The County Council published the Aggregates recycling joint development plan document (DPD) and supporting background documents for comments on its soundness and legal compliance. 

The document is a joint DPD for the Surrey Minerals and Waste Plans. The joint DPD plans for an increase in the production of recycled aggregates from construction and demolition waste. In 2009 about 360,000 tonnes of recycled aggregates were produced in Surrey from a number of recycling facilities. The Surrey Minerals Plan 2011 includes a target to increase this amount to 800,000 tonnes per annum (tpa) by 2016 and 900,000 tpa by 2026. This will require new permanent and temporary recycling facilities. Most of the proposed sites allocated in the joint DPD are already identified in the Surrey Minerals and Waste Plans – the four sites not in the existing plans all have current or previous minerals or waste functions.

Adoption of the Core Strategy and Primary Aggregates Development Plan Documents and Minerals Site Restoration Supplementary Planning Document

The Surrey Minerals Plan Core Strategy and Primary Aggregates Development Plan Documents (DPDs) were adopted by Surrey County Council at its meeting of 19 July 2011. A Government Planning Inspector examined the documents and concluded that they were 'sound' subject to some changes, further details can be found on the adoption webpage. The Council is required to provide a document showing how environmental considerations have been taken into account in the production of DPDs. The County Council has also adopted the Minerals Site Restoration Supplementary Planning Document (SPD).

Aggregates Recycling DPD published for comments

At its meeting of 19 July the County Council also approved the publication of the Aggregates Recycling DPD for comments on its soundness and legal compliance. Views are being sought during the period from 26 August 2011 to 28 October, before the DPD is submitted to the Government for independent examination.

Background information on the Surrey Minerals Plan

The purpose of the minerals plan is to ensure that Surrey can meet its requirements for minerals in the most sustainable way, and to set the framework and policies within which future planning applications for mineral development will be considered.

The programme for the review of the Surrey Minerals Local Plan 1993 is set out in the Minerals and Waste Development Scheme. Information on progress of the plan can be received through email updateswhich are issued from time to time.
